When the problem is bad people, the solution is better people. We’ve sent Democrats and Republicans, idealists and cynics, outsiders and lifers to Washington; and they all end up doing the same things. Maybe the problem isn’t who we’re sending, but what we’re sending them into.

This book applies the same method of inquiry that made aviation, medicine, and automobiles dramatically safer: trace failures to their root causes, then adapt the system. Applied to governance, that method has a name: governance science, and it turns up something specific about the source of government dysfunction.
